No,those are for a towbar.

Yup, those are mounts for a tow bar setup so the KJ can be flat towed behind an RV. I helped my father install those same brackets last year on his KJ. There from Road Master. If you ever pull them off you can get about $200 for them. you are missing some of the kit though.
