You don't turn rotors on modern vehicles. The pad is wearing unevenly because of siezed caliper slides, though. Replace rotors always. They're cheap enough to justify doing it every brake job.
Separate, sliders won't make noise unless the caliper is moving. Unless these are the fronts. You bought used tires yes? ThunderbirdJunkie's money is on tire noise. Pics of tires?
To build a 3.7 for boost, you spend about $800 on pistons, $600 on rods, $500-1000 on a tune....it's cheaper to buy a 4.7, install it, and put some cams in it than boost a 3.7.
