the main cooling is done by the electric radiator fan with the mechanical clutch fan as secondary.
If you have verified that your coolant system is good and holding pressure, then adding the electric radiator fan would be the next step.

You are missing the electric fan then.
I believe the non-tow package Liberty only has the e-fan and tow package ones will include a mechanical clutch fan.

OEM thermostat gasket has a registration key.
Sounds like could be a bad thermostat or bad WP or even both.
You can run without a thermostat, you'll need the gasket in the housing. it it still overheats then you know the WP is bad.
Yes, the thermostat air bleeder hole would be at the 12 o'clock position with the spring side facing the engine.

So just go to your LAPS to buy a replacement radiator.
