A/C is not working at Level 1

Subject says it. A/C is not blowing cold on Level 1.
I have to keep it at Level 2 to get any kind of breeze. However once I get out on the highway (60+ mph) I can drop it down to Level 1 and it would blow, once I slow down or stop, it would stop again.
Coolant Level is fine, No broken hoses, Radiator seems to have no leaks after quick visual inspection.

Anyway to visually inspect it? How much am I looking at taking up the **** on this mess if I get it fixed? (I am really upset as I had nothing but expenses during last three months for various reasons, and this is the last thing).
