That and there was a bolt missing for the Ring gear.

in a word....junk. the teeth are hammered and chipped, the splines are peened.

The teeth on the ring and pinion gear are relatively hard, so chipping is not that difficult to do. If they are new gears, they were not packaged properly, or, prior to packaging, they were used for the "Whack-A-Mole" game.
I have seen old gears with the outer portion of the ring gear missing chunks. This usually results from someone hammering the ring gear off the carrier. Hammering on the ring gear usually chips the face of the teeth.

Another common issue I have observed is stripped ring gear threads from not realizing the presence of left-hand threads.

That ring and pinion are giant paper weights now. I would never place that in my car, maybe a buddy I did not like. ;) Just looks like someone beat the crap out of it when they took it a part.
