Subwoofer Amplifier Ground - Rear - 2007 Liberty Sport

I am seeing recommendations using the seat bolts under the Velcro. Does this require taking both seat assemblies out and sanding out all the paint between the bolt, brackets and frame? Or is sanding the bolt and top bracket hole sufficient?
