I'm at 22.25" in the front, little less in back, with 265's and 1.5" spacer adapters. Hammering over the pinch weld is a given. The front tires rub a little on the front inner fender liner when approaching full lock, no biggie. If that bothers you, you can do a little "massaging" with a heat gun.
Remove the starter relay, jumper I believe terminals 87 and 30 in the socket, and see if the starter works. Double check the 87 and 30, I don't wanna be held liable for sparks, lol.

Simple, it's not fuel related. A fuel system issue would not prevent the starter from energizing and cranking the engine over. Do you have a test meter so you can check for power at the start wire at the starter when key is in the start position? I'm gonna guess you have power going there since...
