every single one of the RR out there require drilling - Except - the Mopar ones that are setup to use existing holes & nutzerts. Mopars - stock RRs are ok to do some offroading but eventually they'll get beat up I did MOAB with those Mopar Stock Rails that came with my Renegade - they are...- kj-bol

Grand Cherokee to Liberty
245/70-16 will fit on a non lifted KJ - no problem - you will have a bit of rubbing just because they are MTRs I used to have that size ATs and I was not lifted - there was no rubbing- kj-bol
