2003 Jeep Liberty gas tank issue.....

My 2003 Jeep Liberty Limited has gas spraying around the top of the gas tank.........it wont start but I end up with a puddle of gas on the ground under the gas tank..........Any advice appreciated

Number 11 is suspicious.

Suspect the fuel line connection - since your fuel pump is in the tank, there is pressure on the line right from key on. drop the tank and see what is going. There was a way to open an access hatch - (home made) and access from the top, but it is not factory and you risk sparks near gasoline.
