Channel 4 is pretty standard in most parts - 4 as in '4x4'. Whenever we use FRS radios we normally have them on channel 4 as well.

I've seen a few of these antennas lately. Any one know what they are. I am guessing maybe for a HAM radio but I normally see a HAM plate so maybe it's just for a CB.

It's a motorized HF antenna for HAM radio - commonly referred to as a 'screwdriver' antenna because some of the original designs incorporated the motor from a motorized screwdriver (like a Black & Decker). They normally cover the 40-10 meter bands (some go all the way to the 80-meter band), and they are nice in that you don't have to swap out antenna elements when you want to change bands. Only drawback for me is that they are expensive - $300 and up.
