I have a 2006 Liberty that was built with out day time running lights. I have found the location for the relay, can this relay just be plugged in and will i have day time running lights, or do i need other parts.

You need the relay and then you need to either do one of two things, get your hands on a DRBIII and program the jeep or take the jeep to the dealer and have them program the jeep.

Just adding the relay doesn't work. (It didn't in my case) Some guys want to get rid of the daytime running lights.
