Electronic Throttle Control light flashing, will not rev past 2000rpm

Hi all,

I'm new to this forum. I have a 2006 Cherokee (Liberty) KJ Limited Edition, 2.8L CRD and I'm based in Australia. This KJ has been in the family for 7 years and last year the Jeep KJ got passed down to me.

I was driving down to the regional area here in Sydney yesterday morning (my time), when I was coming to a stop and suddenly I hear this warning beep, and I see that the lightning bolt light flashing above my fuel gauge, in which I learned when I reached back home was the Electronic Throttle Control. I had to drive it back, however the rev will not go past 2000rpm and it was a real struggle getting it back home, especially on the uphill, which made me anxious. I plugged in my OBDII reader and what came up was P1140, and P1250 - however I'm not 100% sure if this really is linked to the painfully limited revving. Has anyone dealt with this issue before and how to resolve it?

P1140 means the flow control valve (intake butterfly valve) is acting up. It is used to create a low pressure zone so the EGR can dump soot into the intake manifold. Either the gears are stripped or the motor has quit working. They, the FCV's, are notorious for failing and most just simply delete the whole EGR system including the flow control valve, or at a minimum remove the butterfly plate out of the flow control valve. Only two small torx screws holding it to the cross shaft. Takes about 30 minutes to remove the butterfly plate out of the FCV.
When the FCV fails, if it hangs partly shut, it will limit air flow/boost from going into the intake manifold acting just like a governor to limit engine RPMs.

P1250 -- Vacuum Reservoir Solenoid Open Circuit, Check the wiring and connector going to the Vacuum Reservoir Solenoid that is part of the turbo variable vane controls. If the Vacuum Reservoir Solenoid fails and does not open, it will prevent vacuum from going to the turbo vane modulator actuator and thus prevent the turbo from building any boost as engine rpms increase. The vacuum solenoid can be safely bypassed to test to see if it is a problem, see inclosed picture.

Thanks for replying and telling me your analysis on it with attached pictures on it, we'll be checking it out soon.

We went to move the Cherokee close to the garage earlier today, and alas.. it's not revving at all, just sits on idle now. I even floored the pedal, and nothing, no response. Even the idling has gone up a bit to 1000rpm.
