Just throwing this out there, there is no way cops enforce this.
I've been to Florida plenty of times and probably 1/4 or 1/5 cars, Jeeps, trucks or motorcycles are modified, most of which have a louder then stock muffler
They're called "income generating" laws, most every state has them. They have absolutely nothing to do with highway or motor vehicle safety, and everything to do with giving law enforcement multiple options in maintaining their ticket count, and making money for the state.
Most cops don't take advantage of such laws unless you go out of your way to piss them off, then they'll find a multitude of things to write you for.
It also gives them options to let you slide. For instance he nails you on his radar for doing 25 mph over the speed limit, he pulls you over, you do everything by the book, hit your turn signal, pull over at the closest safe place, roll down your window, wearing your seat belt, have your paper work ready for him when he approaches your car, and treat him with respect. The guy may not want to hand you a ticket that'll cost you big bucks and points against your license, so he hands you a ticket for a loud exhaust instead. You pay a minimal fine, learn your lesson, have a new found respect for that particular cop, and you're on your way.....
