I don't think the adjuster up the line can fix this. IMO it's likely the the brake cable or hardware not release all the way.
What if do is take that side apart again. Clean as much as possible, try to lubricate and free up the cable action then reassemble double checking the placement of everything. It still could be as simple as a either wrong spring in wrong spot, correct spring wrong opening on the shoe.
The fact it moves out correctly with the parking brakes set IMO means it has to be either the hardware (springs and such) or the cable is corroded just enough not to return all the way .
