Releasing a stuck seat belt

In my 03 sport the Middle seat belt in the back will not release and it has been like that for quite a long time. It is completely taught and there is no movement at all. Its not a hugely important seat belt since I keep my rear seats laid down all the time, but it would be nice if it worked.

Sometimes it helps if you push the belt into the clip thingy that it goes into first, as if you're trying to click it in, then push the release button, and then try to pull up.

A friend of mine's father has to do it in his Jeep occassionally.

I thought seat belts were warrantied for a longer time, maybe 80 or 10 years-check with dealer.
