One of the things I've thought of doing is getting a rectangular rubbermaid
container(The type with an air tight snap lid- Just make sure it's deep enough so it can contain the end of the cable and hook.)
and mount the lid between the roller fairlead and the winch mount(Or mount the container between the winch mount and fairlead.) and then simply snap the "container/lid" portion over the fairlead and then you have a weather tight enclosure for that!
You can then even mount the licence plate to either the container/lid.

Yet another bit of cutomizing I want to do!

I got stopped by one of Virginia's finest yesterday. I have to move my CB antenna off of my ARB (impeding the drivers view), Cover my IPF's (they have grills not covers can’t have more than 4 forward facing lights), have to cover my hook (reason not given). So I have a court date in 2 weeks so I'm going to fix all of this to show the judge and hopefully not have to pay the ticket.

I would do my home work on the winch needing a cover
the other stuff sounds about right
if you need a cover on the winch then every truck running around with
a hitch ball hanging off the back of it would need a cover ,and this may well be the law
I am sure that there are some states that would require you to remove your hitch
when not in use ,the ball part

I did my home work on the speeding cameras and found out that the only recourse
they have is to try to get you to pay and the worse they can do if you dont pay is boot you car but only in the city that charged you and the boot can only be installed
by a contractor so if you have the means you can remove it and drive off

I would definitely go online and look up Virginia state motor vehicle codes before going to court. I don't know how much of the laws and codes their troopers learn in basic training, but I know when it comes to transporting firearms in the people's republic of New Jersey.....all law enforcement officers are some what clueless as to the particulars of these laws.
Could be you got a trooper with a hair up his a** that felt like harassing you, and it could also be that he's right....either way I'd go to court with a copy of the law or code to everything he wrote you for in my hands before talking to the judge.
If the trooper was right, then fix it, if he was wrong then fight it.....

and a winch isolator;

I have one of these but it's not camo

Ya but $70.00 for the first one and $40.00 for the second item!
I'm sure that if the op has some creativity and skills working on vehicles
and fabbing up stuff himself, he can make something for a lot less money!

I know I can!
Maybe $10.00 to fab up a home made cover!

I can see why the local constabulary wants the hook covered...
Never know, some mouth breather "Joe/Jane" public might walk into
it and get hooked, causing bodily harm due to their own stupidity!

Lets see if this post sticks around for longer than 15 minutes!

Somewhere between being sane and insane!
The winch hook is bogus since he could not give you a reason or code violation for it.If it was illegal then any vehicle with front towhooks would be illegal also and those are found on many vehicles from the factory which are legally sold there.

Another ?

Did they sell the Ram Power Wagons in your state? If so those would be illegal also since they came standard with a front winch with the hook poking out the front bumper.

all very true
but remember that VA was the state that you could not buy the Rene in at some point due to the fogs so maybe they did not sell the Power Wagon

Seems to me it would be really easy to make a snap-on license plate holder, just find some of those metal spring clips you use for holding brooms in a pantry, or something similar, and fasten them to the back of your plate/frame combo, then pop it onto the top roller... As far as the hook goes, just find some draw string kids purse kind of thing, and slip it over and draw the string on it, maybe tie it shut

Hi, That bit is tough!! They wouldn't want to come here!!! Every second CB antenna is mounted to people's bullbars here in New Zealand and also in Australia. There are a few with giant long range HF antennae too!!

Oliver
ps: That hook thing is petty. What difference will it make covered or not?(argue)

I made a license plate bracket, I think I spent about $5

4 cable clamps, 4 stainless steel screws, nylon lock nuts, and about a foot of aluminum rod.
