What is the name of this part and is it necessary?

I need my car able to drive and Im missing this white part, not sure whats its for. Is it necessary for the fender flare to go on? The jeep was in a small crash, nothing besides the fender flare and fender were broken/bent on the drivers side, where the hit was but I think it that white piece flew off because its no longer there

It's a Jeep not a car and yes it is for fender support. I removed it after I bolted my fenders on and haven't had any issues but I do have the "renegade" style flairs.
