Will I need special tools for body work?

Since I just don't have the time right now to do it. What would be fair price to put the wheel well and flare back? I still have both parts. Nothing seemed broken, just more or less popped off. The rear bumper can wait. The only thing I'm wanting to get done on the back end is to replace the left rear tail light. There's a hole in it and it fills up with water sometimes. For the same reason I'm concerned about the wheel well, I don't want the rear light sockets go bad and need to be replaced/rewired.
