When you say you "jumpered the Starter Relay and it turned over" what did you jumper...pins 30 to 87?
With Ignition ON try jumper pin 85 of the Starter Relay to ground...this is what normally happens when sensors like the "Transmission Range" go to ground.

Sounds like a possible SKEES/SKIM problem.....you will have to climb into the Wiring Diagrams to check the wiring!
There are Wiring diagrams for the KJs available here but not for the 2004 and 2007 models. There is also an explanation of how the SKEES system works!
I had a problem on my 2002...
I know that the CRDs have some form of Rubber Harmonic Vibration Dampener...I think it is part of the lowest pulley on the front of the engine but I may be wrong....I have never worked in that area on my Export 2002 2.5L CRD!

If this is the Export 2.5L KJ CRD then you can pull codes out as follows:
Without starting the engine....rapidly turn the ignition ON/OFF 4 times then leave ignition ON. Codes should start displaying in the Odometer from the Oldest which may no longer be relevant to the latest codes which are...

Remove the Actuator Pin Assembly from the Ignition switch....you need a Security Allen Key to remove it ie. an Allen key with a hole drilled down the inside of its tip!
My 2002 Export CRd does not need this Security Allen Key...a normal Allen Key does the job.....the change was probably made...

The 2.5 L is a fixed vane turbo.
What date was your Jeep produced?
Maybe some mixup during the change from 2.5 fixed vane and the 2.8 variable vane turbos which would have been about mid 2003!
