Got after some light brush marks on the passenger side of the Liberty with mixed results. It didn't actually get rid of the scratches but did great on swirl marks and light paint oxidation and blended the scratches in. I'm happy with it but would have to bring out the heavy to get the scratches...
Maybe is you loosen/remove that plastic shroud/conduit behind the coolant reservoir and shown at the top of the Haynes illustration, you might find an actual line that's supposed to be connected to the T ... or at least see a hole in the firewall where the line goes through.

In a Haynes manual, I actually found a picture of the T you're talking about located behind the coolant reservoir. The picture is shown with the coolant reservoir removed. The line on the bottom is the one shown in the picture you posted. The larger line goes up and across the engine bay ... but...
I'm no help. Sorry. I did go out and pull my coolant reservoir away from the firewall and found the T you are talking about and verify there are 3 lines hooked to it. There is a line as shown in the picture of your last post, a larger line that goes across the engine bay to another vacuum...
