It's a Jeep not a car and yes it is for fender support. I removed it after I bolted my fenders on and haven't had any issues but I do have the "renegade" style flairs.
If you want another idea I just started making my own lower long arms and will be making a bolt on upper 4 link similar to JBAs except without heims on both ends so it should be quieter.

Also check the rear tri-link bushings and the rear lower control arm bushings if it isn't the rack bushings.
An easy way to check the rack bushings is have someone move the steering wheel back and forth and see if the rack moves.
