2002 Speedo 10mph off

My first post for jeepkj.com.
First off, I've been a loyal jeep owner from a '43 Willy's, 80's grand wag, cherokee, a few wranglers, and finally a 2002 Liberty. I really appreciate forums like this especially for lending a helping hand.

On to business.. please forgive me if i've missed a post but i've been looking for the past 3 weeks about this issue and joined this forum to finally ask those that I hope will steer me in the right direction.

I have a 2002 Limited Liberty. Back in 2003 the speedo started acting up (it eventually died - needle dead, not a twitch)and I shelled out 500 bucks to a rip-off mechanic to cut wires and splice in new ones and rig it to work. The shorter story to this is that the speedo lasted about a year and the wires corroded. Died again. Went to local dealer, bought and installed repair kit. WORKS AGAIN! YAY! Final problem.. as it was the first time it was fixed.. it's 10 -15mph off. Meaning... if I set my GPS or have a friend run with me with the exact same year KJ ... he does 50 and i'm doing 40. He does 70 and i am at 60. This is running side by side down the highway.

I'd like to fix this problem myself. Even if it means buying something to do it.

So I must ask. Does there exist a tool to recalibrate the speedo? Or do I have to head to a dealer?

When I went to larger tires(31inch) it corrected my speedo. Thinking a dealer would be able to program it.

Thank you for replying to my post. Thats odd because, now that I think about it, I had larger tires on it (30's). But I got as stock as possible tires on it to try to put it back to as normal as possible. Maybe these tires are too small??

The real kicker is that when I put it in drive and hit the gas, the speedo doesn't move until I hit a certain speed. It kinda "jumps" to 10mph..
