Garage found that the front LCA ball joint boot is ripped open.. Is it possible to replace just that component? They wanted $2k to replace the entire LCA on both sides

Lower ball joint is pressed into the knuckle and fastened to the LCA. It is replaceable. The upper control arm and ball joint normally are replaced as a unit.

That's a rip. Take the knuckle out and buy a new ball joint and take the knuckle to a shop to have them press it out and the new one in. Should be like $100 per side with parts.

Or rent the ball joint press from your local auto parts store and do it yourself. Just did mine recently. With the knuckle out it's pretty easy. Get moog ball joints and make sure the grease fittings are facing front or back, whichever seems less obstructed.

It may help removal by cutting the threaded portion of the old ball joint off with a sawzall or angle grinder with a cutoff disc. I would have had an easier time with mine if my ball joint/u joint press was 2 inches longer

Although you always could get them from specialists, since they became an inspection item here, inevitably, the market has been flooded with replacement boots. Provided you are confident that the ingress of road dirt hasn't ruined the joint, as you would for, say, CVJ, if you can't get them in the US go onto eBay.co.uk - after all the shipping can't be very much.
