Fuel Tank Straps

One of the fuel straps on my friend's 2005 Liberty is bent.

Since a replacement strap isn't all that expensive, I was wondering if this would be an easier, DIY project.

I looks like I'd need to jack-up that car, and then use another jack to lightly support the tank as I am replacing the strap.

I'll probably want to do this on an empty tank?

Anyway, any advice would be greatly appreciated. I'm looking to do this by next week.

(also, is it safe to drive as is? Or should I wait until I replace the strap?)

As I was looking under the car today to take a picture of the bent fuel strap, I noticed that there was a slight tear in the metal in the same vicinity. Does this need attention? I'm guessing the only way to fix this would be to get it welded back. It doesn't look like it would affect the integrity of the vehicle, but I'm no mechanic, so some expert opinions would be really helpful.

How did the strap get bent?
How did the rip happen?
If that is where the fuel tank mounts then it must be fixed
You will need to drop the tank to fix it
All of this is a "driveway" repair provided you have a welder
