o2 emulators aren't street legal and won't pass inspection when the exhaust is visually inspected for tampering

but, the full answer is that while it would take place of the o2's, it would not fix the cause of the problem which additionally wouldn't prevent the upstream cats from burning out due to the difference in back pressure

there typically isn't an o2 problem when ALL cats are the same, it's when down stream is not OEM and upstream are that you 'typically' encounter the issue

my $.02 is the dual exhaust set up may be causing your issue... if your pipes have a cross over, cap off one and see if the sound goes away. If you don't have a crossover pipe, look into getting one, it'll help scavenge the exhaust more efficiently
