deliveries...all "city driving". I do my fair share of stop and go but I also do my fair share of just chuggin along around doin 30-45 as well. This past week on any given day the EVIC was saying that I was getting anywhere between 12-13 MPG.
Are my new wheels and tire really whats to blame for my terrible mileage?

In a word, yes. When I bought my '04 with stock 215's and I had a job where my commute were more of a mix of city/highway driving, I got between 17 and 20 mpg.
After I got my new job requiring a lot of start and stop driving (much like your situation, although probably not quite as intensive) and I got new 235's, my mileage went down to between the high 14's and the mid 16's. I too went through the "something must be wrong" phase, but I just came to realize that heavy city driving and bigger tires will reduce your mileage. And when you don't get great mileage to begin with, it doesn't take much to make it really bad. I found that I can increase my mileage if I really...*really* concentrate of careful accelleration I can keep it in the high 15's or low 16's.
