Overhead console is dead

Hi, 2004 Liberty sport limited. The overhead console with the home link system seems to be dead. I check what I believe is the fuse in the kick panel (pos. 13) and it tests good. Any suggestions on next step? The courtesy lights do work and this has no sunroof.

If you do something that causes the fuse to blow, it won't go away unless you remove it.
However, it seems that there is another fuse in the junction block that is always energized.
From the 2003 manual.

Thank you for replying, I failed to mention that I just purchased this and the console was not working. If I understand this diagram correctly it looks like I need to check the fuse in position 34 (15a.) at the fuse block. Also, if I pull the console down, can you determine where I would check for voltage with the key on? Perhaps the console is dead on arrival ?

The power supply looks like C308 connector No.3 and No.5.
No.3→Always
No.5→RUN/ON
Maybe.

I can't remember if I was able to turn it on or off with a button somewhere.
