Transfer case stuck

I was driving my 03 limited when it made a grinding noise and wouldn't pull itself. Trailered it home and shifted the transfer case to the 4 high position and backed it off the trailer. There is no front drive shaft in it. Wasn't in there when I bought it. Now it seems to be stuck in 4 low but the shifter won't go that far. I know it needs the bushing in the linkage but I don't know what else to do. Really don't want to have to pull the transfer case out but will if necessary.

Can you move the lever on the transfer case by hand? Please keep in mind the position next to 4low is NEUTRAL. Dont run yourself over.

You may need to jack up the rear of the Jeep and move the tires a bit to get it to shift.

I took the shifter off from the top. I can get right to the arm from inside. It moves but nothing changes. I even moved the lever with the jeep rolling. 4 low is where it stays. It won't come out
