if it's flashing fast, that's a sign that you have a bulb out. this is usually caused by a bulb being burnt out, when it's not, there is an open in the circuit to that bulb. if that is the only bulb that was out, and you replaced it and it still doesn't work, and the flasher is going fast... then you probably have a broken wire, or it's disconnected.

The grounding circuit to these bulb holders tend to give problems. You need to put a voltmeter on the power side of the bulb while the flasher is on to see if you get 12v on that side while the ground lead of your meter is on the ground side of the bulb holder.
You need to make sure replaced with the correct type of bulb and if it is a double-filament bulb...make sure it has not been inserted incorrectly. As I say the grounds give problems...you may have a good ground on the bodywork near to the bulb but the bulb holder itself has no ground.

Simple thing and it just happened on mine. The little metal tabs that pinch the bulb in and make contact get hot and bend out away from the bulb preventing it from making contact. Pull the bulb out of the socket, look into the socket and see the 4 metal tabs that are on both sides of the bulb. Take a small screwdriver and gently push the tabs into middle so they pinch tighter on the bulb. It was simple thing but took me a while to figure out what was going on with mine. Hope this helps.

quick flashing of turn signal means lost contact to forward or rear turn bulb.
if it's not a bulb, then it is, most likely, a bulb socket. I've had rusty contacts on my rear turn signal socket, had it replaced.

Recheck the bulb just because its new does not mean its good.
Any good tech book will tell you to replace a part with one of well known quality.
I have gotten a lot of new parts that where bad over my time.
Meter the bulb before install as well as the bulb socket.
I would put a little bulb grease on it before install as well.
